What the range means
The lower and upper values allow any split among an occupation’s permitted destination links. They describe mapping ambiguity for the published source values. They are not confidence intervals and do not include the unpublished remainder. Different occupations cannot generally reach all their upper values at once.
What the accounting preserves
Allocated activity plus unmatched activity equals the original published occupation total. The remainder outside that published total stays separate. Filtering the table does not rescale any share. Employment is never used to choose the allocation weights.
